The City Council of La Porte City, Iowa met in regular session on November 11, 2013. Mayor Rick Lubben called the meeting to order at 7:00 PM with Council Members Sarah Craft, Mike Johnson and Kathy Norris present. Absent were Council Members Todd Butler and Kim Ortiz. Also present were Sam Weich, Jennifer Sparks, David Neil, Eric Allsup, Brent Sadler, Joseph Elsinger, Lauren Cornelius, Cassie Christian and Morgan Metcalf.
Moved by Norris, seconded by Craft to approve the AGENDA. Motion carried 3-0.
Moved by Craft, seconded by Norris to approve the CONSENT AGENDA including the October 28, 2013 Minutes, disbursements totaling $511,016.06, Police Report for October, 2013, and approval of Class C Beer Permit for Casey’s General Store. Motion carried 3-0.
Moved by Craft, seconded by Johnson to approve the BUILDING & ZONING REPORT for October 2013. Motion carried 3-0.
Moved Norris, seconded by Craft to approve the CLERK’S REPORT for October 2013. Motion carried 3-0.
Lauren Cornelius with MSA Professional Services reported that overlay work is complete on Bishop Avenue, Benton, Maple and Adams Streets. Work on reconstruction of a portion of Benton Street has begun and should be finished within the next two weeks. Moved by Craft, seconded by Norris to approve PAY REQUEST #2 from PIRC-TOBIN in the amount of $381,977.43 for 2013 Street Rehab Phase I. Motion carried 3-0.
Moved by Norris, seconded by Johnson to approve CHANGE ORDER #3 for Phase I in the amount of $3,1743.03. Motion carried 3-0.
Moved by Craft, second by Norris to approve CERTIFICATE OF SUBSTANTIAL COMPLETION for 2013 Street Rehab, Phase II from Horsfield Construction, which includes reconstruction of 2nd Street and the Community Center parking lot. Motion carried 3-0.
The Council discussed PROPOSED CHANGES TO RECYCLING PICKUP SCHEDULE. Due to increased utilization of curbside recycling pickup, it has become a challenge for public works to complete the bi-weekly route, which includes the entire community in one day. Also, in many cases, the truck is at or near capacity when the route is complete. Because of this, Public Works Director Sam Weich proposed splitting the community into two recycling routes: Customers whose garbage is picked up on Monday and Wednesday would have their recycling picked up on the first and third Thursday of the month, while customers whose garbage is picked up on Fridays would have their recycling picked up on the second and fourth Thursday of the month. The change in recycling pick up dates will not begin until the public is notified of the change. Additional costs to operate the truck two extra days per month are estimated to be $1,200.00 annually. Moved by Johnson, seconded by Craft to adjust the recycling schedule to 4 days per month. Motion carried 3-0.
Moved by Norris, seconded by Craft to table REQUEST FOR NO PARKING ON LINCOLN STREET until a future meeting. Motion carried 3-0.
Moved by Craft, seconded by Johnson to approve the bid from the City of Tipton of $3,500.00 for the purchase of the 2009 Crown Victoria patrol car. The bid from Tipton was the only bid received. Motion carried 3-0.
Moved by Norris, seconded by Craft to approve the ANNUAL FINANCIAL REPORT FOR FISCAL YEAR 2013. Motion carried 3-0.
Moved by Norris seconded by Craft to SET TIME AND DATE FOR PUBLIC HEARING ON CDBG FAÇADE IMPROVEMENT GRANT. Motion carried 3-0. The public hearing will take place on December 9, 2013 at 7:00PM.
Moved by Craft, seconded by Norris to adjourn at 7:36PM. Motion carried 3-0.
