COUNCIL PROCEEDINGS March 11, 2013
The City Council of La Porte City, Iowa met in regular session on March 11, 2013. Mayor Rick Lubben called the meeting to order at 7:00 PM with Council Members Todd Butler, Sarah Craft and Kim Ortiz present. Absent were Council Members Mike Johnson and Kathy Norris. Also present was Police Chief Larry Feaker.
Moved by Butler seconded by Craft to approve the AGENDA. Motion carried 3-0.
Moved by Craft, seconded by Ortiz to approve the CONSENT AGENDA including the February 25th Minutes, and Disbursements totaling $61,095.10. Motion carried 3-0.
Moved by Craft, seconded by Ortiz to approve the POLICE REPORT. Motion carried 3-0.
Moved by Butler, seconded by Craft approve the BUILDING & ZONING REPORT. Motion carried 3-0.
The Council discussed the recent bequest to the Museum by Alice Janss. Janss left the Museum $261,000 in unrestricted, undesignated funds in her Estate. Council members agreed it would not be prudent to invest the entire bequest into the fund the Museum Board has designated as an “endowment”. Council members felt that a portion of the funds should be left in a Capital Improvement Fund for the museum, a portion to general museum expenses, with the remaining funds going to the museum endowment. The Council will schedule a meeting with representatives of the Museum Board prior to the next Council meeting to discuss allocation of the bequest from Alice Janss’ Estate before the Council makes a final decision regarding those funds at the next Council meeting.
Moved by Butler, seconded by Craft to approve a “RESOLUTION APPROVING COUNCIL TABLET USAGE POLICY”. The resolution sets forth rules for use of iPad tablets purchased for Council use. Roll call vote passed 3-0 and Mayor Lubben declared Resolution 13-14 adopted.
Moved by Craft, seconded by Ortiz to pass a “RESOLUTION APPROVING FY 2014 Utility Budget”. Roll call vote passed 3-0 and Mayor Lubben declared Resolution 13-15 adopted.
Moved by Ortiz, seconded by Butler to approve the hiring of Joy Vanderkolk as PROBATIONARY PATROL OFFICER (CERTIFIED). Motion carried 3-0. Vanderkolk will begin duties on March 15, 2013. Vanderkolk’s beginning wage will be $15.78/hr in accordance with the union contract. Motion carried 3-0. The City Clerk will prepare a wage resolution for the next meeting.
Moved by Butler, seconded by Ortiz to approve AMENDMENT TO FIRE DEPARTMENT STANDARD OPERATING GUIDELINE #6 – VEHICLE OPERATIONS”. The amendment adds reporting requirements in the event of a collision. Motion carried 3-0.
Moved by Craft, seconded by Butler to approve AMENDMENT TO FIRE DEPARTMENT STANDARD OPERATING GUIDELINE #27 – EMS On-Call Schedule”. The amendment clarifies the method and timing with which the EMS on-call schedule will be communicated with department members. Motion carried 3-0.
Moved by Ortiz, seconded by Butler to approve FIRE DEPARTMENT STANDARD OPERATING GUIDELINE #28 – COMMUNICATIONS AND COMPLAINT RESOLUTION, replacing all of the words “will” with the word “shall”. The new SOG defines complaint procedures to ensure effective communication and an environment of mutual respect. Motion carried 3-0.
Moved by Butler, Ortiz to approve REQUEST FOR DONATION FROM LA PORTE CITY NURSING & REHAB EASTER EGG HUNT. The City will donate six one-day passes to the La Porte City Family Aquatic Center. Motion carried 3-0.
